Potential Ratings -- Why different?

Not quite understanding how the ratings work in regard to my scout. If I'm looking at a player's profile page, he might show 3 stars for potential, but then I go look at the full scouting report, and even though it was run the same day, it might say 5 stars. Or 2 stars. And no, I'm not confusing my scout with OSA. I'm saying the profile page and the team report gives a different potential rating than is shown in the scouting report for that player.

Why?

Maybe the game is trying to talk you into Stats Only?

I've noticed this many times, in this and earlier versions of the game. I have various explanations of "dates of scouting reports" and so forth.
This does make things a bit frustrating but I suppose it's a step towards reality when you get conflicting/dated information and still have to make decisions.

Actually, I wish we had say 3 scouts instead of just one. I think somewhat different ratings would be more realistic. I'd like to see 3 opinions rather than just one.

Yeah, you can have a player who appears on the team report on May 31 as a 2-1/2 star guy and it says 2-1/2 from your scout on the profile page, but on the scouting report your scout gave him 4 stars on May 1. That I can understand. What I can't understand is the next day, June 1, when he's still a 2-1/2 on the team report, still 2-1/2 on the profile, and still 4 on the June 1 scouting report.

So why the discrepancy? Is one telling you his value in relation to all players and the other only to their listed position? Does one factor in elements the other doesn't? And when drafting players, do I trust the star count on the draft list, the one on the profile page, or the one on the scouting report?

When playing with relative ratings on, the way we calculate ratings changes, and it will often cause the scouting report to differ from the ratings on the main player page.

Only the overall ratings...which are and have been very oddly implemented for years. My suggestion is to turn off stars.
