Schedule request - 28 teams, 4 divisions

I didn't see this schedule linked on the main thread but I'm pretty sure I've used it before:

28 teams
2 sub leagues
2 divisions in each sub league (7 teams per division).

Teams play their own division 20 times (120 games) and the other division 6 times (42 games) for a total of 162 games.

The single-subleague 14-team version exists. It could be loaded for each subleague, but I will go ahead and make the full 28-team version.
