Have an idea for a slightly diffrent use of feeder system but will it work

Feeder systems look really neat and so I want to put one into my game. As I was setting it up however i had a second idea but unsure if it would work I thought I would ask before trying it.

Basically could I set up the feeder system so only High Schools generate players, and once those players graduate from the high schools rely on the undrafted to fill a College level and play in college with a second chance at the draft four years later? Is it possible to turn off the generation of players in a college level and will enough undrafted under 18 join colleges to keep them full if they are available?

I'm not sure how you could do that, I never tried. Maybe You could make the pcm's really low so the college team picks up the undrafted high schoolers. I'm also not sure where high schoolers that do not sign go.
