Promotion League set up with Fantasy Draft

Hey y’all, I am trying to set up a league with a promotion system but have the inaugural draft incorporate all the teams. I want to start in the “bronze tier” and work up to the top but right now when I begin the game only teams from the bronze section pick with me and each draft is separate. Any suggestions on how to fix this?

If you had them all in one big draft then the different levels would not be very accurate for a few years, I would suspect, especially if you generate the draft order randomly.
