How do I keep the AI from signing Free Agents to my team?

Started a new game.
I'm trying to be the person who makes transactions for my team (Major League Free Agents, trades, ect.) but will let the manager set lineups and what not.

However, the AI is offering major league contracts to free agents and I cannot seem to find out how to stop that. Any thoughts?

Below is the settings I have (Jim Smith is me).

It could be the minor league signings piece. They could be offering minor league deals that would vest after x days and that would go against salary budget.
