Having trouble with the draft in a fictional league

I made a professional league of 24 teams. I wanted to make feeder leagues for the pro league so I made 4 independent leagues where the players from the independent leagues would get drafted into the pro league. The max age for the independent leagues is 22 and the minimum age for the pro league is 20. I set up a draft for the independent leagues to create the players and that is where my issue is. The draft pool of players in the independent leagues are terrible! The #1 pick is usually a 1.5 star potential player which is hurting the amount of good players that are eligible for the draft into the pro league. I set the age of created player at 15-18 but i always have 30+ year olds in the independent league draft. Does anyone know how i can get my independent leagues draft pool to have a more 4 and 5 star potential players?
