Yeah, I've made that suggestion before as well. There would be three options for choosing how to handle doubleheaders in a league:
(1) Two 9-inning games
(2) A 9-inning game followed by a 7-inning game
(3) Two 7-inning games.
All three methods have been used in the minors at one time or another.
Note, however, that is for standard single-admission doubleheaders. Day-night, separate-admission doubleheaders are usually handled as two 9-inning games, though in some cases the clubs can agree to make one or both of the games 7 innings in length. It's not particularly consistent, but then day-night doubleheaders are rare in the minors these days.
