League Editing?

I have been playing since V8 and have loved it but this year i wanted to do something a little different for my journeyman save

I have played Football Manager for years and have been able to edit the leagues and competitions / rules

I am looking to combine the EIHL, Planet Ice and Scottish Leagues into 1 large league with divisions but cannot for the life of me figure out how i can do that without affecting the whole game.

Is there any guides anywhere for it?

I think the only possible way to accomplish that would be to start a custom game.
