Question Multiple Fictional Leagues with a shared inaugural draft pool

So I'm having some trouble with my current project. I created 4 fictional 32 team leagues that will all operate at the same time. My original intention was to have each league's draft pool come from their respective regions (Canada, USA, Mexico, Caribbean)

Well, I create the 4 leagues one by one. But when I go to the inaugural draft, everyone is in a shared draft pool. So, my plan is askew, but that's fine-- ill make it work. I start drafting (as a team from Canada) and I realize, it's ONLY Canadian teams drafting, essentially getting first dibs on all the 5 star players meant for all 4 leagues. Once the draft was done, I could go into another league and start the draft again, using the "leftover players"

My question is : can I create multiple leagues, and have an inaugural draft? Or should I skip the inaugural draft so all teams are filled with equal levels of talent.

Ideally, I want multiple leagues that only draft players from their own regions.

I had this working fine in 20, but have not tried this set up in 21. My recollection is that as long as your leagues are not associated that they would not share a draft pool.

I think I set everything up normally, did it through custom game; new fiction league; set up league all the way to 'choose team' screen; click add new league/tournament; repeat.

How about trying this?

Create the leagues. Set each to allow no foreign players. Hold the inaugural drafts one by one. Teams in each league should be able to select only players who are legal for their league.

I'm pretty sure that after the inaugural draft each league will have its own rookie draft pool, so you may, if you wish, revise or eliminate foreign player restrictions.
