Scouting Question

I have ten scouts assigned to the NHL Entry Draft, equally split between potential and ability, all on permanent assignment, reporting every 8 weeks. In spite of this, at least 80% of the players each season are only scouted to "E" level. I should also add that the scouts are all set to quality over quantity. Am I wasting my time, or am I doing something wrong? I figured that I would have most, if not all, players in the draft scouted up to A or B.

Do I need to set some to quantity, or, perhaps, have them report more often? Any suggestions will be greatly appreciated.

I always start my scouts with quantity over quality, and then later in the season change a few over to quality over quantity. It seems to clean up the "E" rated ones fairly well this way, as well as get most of them, if not all, to a level "A".

Well, where are the "E" players from? If you notice that they are all Russians or Sweden, you can try sending scouts down there

i had similar problem too. it looked like my scouts didnt "reset" their assignments after draft, while being on "Permanent" duty, so next year all players on their scouted lists were 19-20yo, so they were probably previous year's draftees. On draft day i had all players scouted to E level.

After i cleared assignments and reassigned them to the same exact duties, they started scouting players for next draft again (this time they are not on permanent duty though, to remind me i have to reset everything after draft)

If i have to do this each year it will be pain in the ass.

E: sorry i should mention this: i have around 20 scouts assigned to WHL, OHL, KHL, Liiga, SHL etc and on "nhl entry draft" duty, potential 2+, scout for potential and quality and with scouts specialised in those regions

yeah the same bug has been in the game for a couple years off/on, i know i had it last year but if i remember correctly they did fix it. Seems to have come back now though. Scouts set to permanent will sometimes stop their assignments, i think it has something to do with resigning them but i'm not sure. I'm letting my assistant coach take over the scouting for my current season, figured i'd test it out since i've never tried it before.
