Player Ratings Reverting to OSA Scout

I'm playing a created game (fictional league in a game world I created) and I'm noticing that when I open a player page, it shows the OSA ratings as a default, even though it says it is using my scout's ratings.

For example, I click on a player, his page opens, and 'HEAD SCOUT' is highlighted as the selected scout. I then click on 'OSA SCOUT' and all player ratings remain unchanged. Then I click on 'HEAD SCOUT' and it now shows my head scout's ratings. I am fairly sure I have the settings set to use my head scout's ratings as the default, but I can't remember where or how I set that. I have attached some screens below to illustrate.

(Note how the ratings in the first two images are identical even though a different scout is selected in each case).
