1993 Draft issue

Was playing as the Ottawa Senators starting in their first season (1992-93). We finished last at the end of the regular season, and I assumed we would automatically get #1 pick at the 1993 draft (no lottery at that point), but for some reason the two two expansion teams Florida and Anaheim were automatically assigned #1 and #2 picks respectively, and then Ottawa at #3. I looked it up and historically Anaheim was #4, and Florida was #5 that draft year. I am assuming this is a draft related bug?

I'll check, but I think the problem may be that we can't specify specific draft places for expansion teams yet - they have to go either the start or the end of the draft, and in this case the historic picks were closer to the start, so they go there. There's a few other historic draft oddities I'd like to get hardcoded in, so it may change at some point, but no definite timeline for it right now.
