did i setup wrong??

I've never played historical before, I did a setup to start in 1996 as the phils. Only AAA was populated with minor leaguers, not the lower levels. I was asked if i wanted to fill w/ random players and I said no. Can I use real minors below AAA in a historical?

Yeah, usually. When you start off using minor leagues, you will start in Spring Training. Once that is over, usually the minor leagues will fill their rosters.

You will still get some spots not filled. The Computer will fill them with Jim Unknown players as needed.

there should be 199 players in your philly organization at all levels. if you ain't got that then something wrong is what you did.
