Question Creating a complex promotion-relegation game

In a pro-rel league set up, can a league demote teams to multiple lower leagues, or does there need to be a 1-to-1 relationship?

I want to create a large promotion relegation game. My idea is a top league with 4 divisions. The division champions will play a two round championship playoff.

Each division will relegate 1 team to a different 2nd tier league.

Each second tier league will promote 1 team up, and will relegate 1 team to each of 2 3rd tier leagues, receiving one in return.

Will I need to set up each "division" as a separate league, to enable this, and then set up tournaments to create the playoffs?

Another questions, which might solve the original issue:

If I set the league to manually promote/relegate, would I have the ability to move teams to/from leagues as I wish, or would I still be tied to the linkage set up in the pre-rel settings?

I decided to do a mini-test, one top league with 2 divisions, two lower leagues, hoping to move 1 team from each division to a different lower league. Even with pro-rel set to manual, I could only send teams to one league. A bit of a disappointment, as I was hoping to create a pyramid of leagues, with movement up and down between them, but it appears that it must be linear.

Yes, I think it has to be a chain. I suppose you could just manually move teams up and down but then you lose the rest of the system supporting prom/rel.
