OOTP 21 Skins

Maybe I am missing something, but I can't for the life of me find the OOTP 21 skins for custom awards. I don't see anything under Add On's Central. I know Steam's Workshop has something posted; however, I do not own the game for Steam so I can't access it. I probably am overlooking something obvious. If anyone could provide some guidance, I'd be greatly appreciative. Thanks again!

Were waiting for them to be posted by ootp. We haven't heard anything at all about it.
