League Year Settings, etc.

Hey, all! Been playing OOTP for some time, but have been away up until a week or so ago. I currently have OOTP 16 (would get newer versions, but money is a thing haha).

Two main questions:

1). Been playing in a fictional league, and having started it in 1928, and now in 1955, I was getting curious about when relievers/closers would start being utilized more? Is there a list somewhere that shows the progression of the year-to-year league strategic tendencies so I can get a better idea of when I'll start to get more use out of them? (Also trying to get some relievers into my HOF). I know that post-WWII they began to be used more and more, but it wasn't till the late 60s they became seen as equal teammates.

2). Having issues with the first-year player draft. Early on, I'd only get guys who were 16 in the draft pool (not thinking a 16 yo is playing ball at OSU or Cal Tech). So I added my own college leagues (all based out of Europe, cause none of the created players in the pool would have gone to colleges in Europe, so, no messy lore stuff) and made sure I had players in the draft between the ages of 18-23. What I want to know is: how do I get it so that I don't only get 16 yos entering the draft? AND How do I make sure the 16-18 yos are not claiming to have come out of college? (Sounds like a lame issue, but I need consistency and realism. Hahaha).
