National Scouting Budget

Does National scouting budget affect the finding of hidden players, or not? For example if I increased my National Scouting Budget by $6,000,000, would this change quality/quantity of hidden players? All my legendary scout ever finds is a 40 potential player if I'm playing any league that is not fictional. I have him set for highly favor tools, as well.

I am pretty sure that the International, not the National, Scouting Budget influences the likelihood of your scout finding hidden players. Also realize that you have to be scouting countries with decent to good or excellent baseball quality to find talented players (the other countries are nil) and that each country scouted adds more $$ to the International Scouting Budget. Which, of course, drives up your Total Scouting Budget, etc, etc.

I figured it wouldn't really have an effect, but it was worth asking. As for the countries, I only choose top talent countries like Venezuela, the Dominican Republic, and Japan. My scout just doesn't find great talent.

If this is a solo league that you are running, you can try increasing the number of players found per year to give you more hidden free agents. I have never tried this myself, but assume that is how things work. I believe you might find more hidden free agents, but so might your opposing teams.

Make sure the "Commissioner Mode" box is checked on the manager options screen.

From the "Game" drop-down menu, choose "Setup & Options".
Click the "League Setup" tab.
Click the "Financial" tab on the line under the "League setup" tab.

Under the Financial and Free Agency Settings section, there is an option for "Generate International Free Agents". I think if you select "A lot", you scout might find more international free agents.

The number is still low relative to what you might expect. In my leagues, I'm happy to find one international free agent a season. Most of them are duds. If I catch a good one every 10 seasons, I'm happy. I think the "A lot" setting would create about one international free agent per team per season.

Is this true ? My assumption was the International Free Agents, were the couple of international guys that the game generates to jump into free agency at the beginning of the FA period (always get an email that says X players signed up for FA - or whatever). I didn't think this setting effected scouts finding young talent.
