Unable to Sell/Offer for Auction on some players?

When I choose Market -> Sell Cards, I see my roster of Active/Reserve players. However, many of them do not have the buttons for Sell Card for xx or Offer Card in Auction. They are completely missing. Some cards have the buttons available to me.

I have 29 players on my Active + Reserve roster total, and the Sell/Auction buttons are missing on 15 of my players.

I am new to OOTP and PT in general, not sure if this is user error or a bug.

Please let me know how to fix this

You need a certain number of position players and pitchers and it will not allow you to go below that number.
