Question Questions about Scouting Budget and Player Development

I had two major questions. I'm currently playing as the Cubs in 2015, but my questions are more general.

1) I've heard that Player Development is perfectly fine at league average and there's no reason to increase it. Is that true? If not, how much should I spend?

2) Are there any general thoughts on how to allocate scouting? I'm referring to the three way split (Majors, Minors, Amateurs), not between International and Domestic (although help on that too is always appreciated!) Is there noticeably more accuracy? The AI (I took over the Cubs after starting as a rookie league manager) has the ratio at 20/30/50 (Major/Minor/Amateur).

Any help would be appreciated!

I'm not sure how much the PD budget has an impact on things, but I've generally kept it at or above league average.

Scouting... well, it depends on what you want to accomplish. 20/30/50 is a good split if you're in the midst of a rebuilding. If your team is largely fine, you want a more even set - probably 35/35/30 or 40/30/30.

Additional follow-up question to this...

I get the percentage allotments, but what does this money actually go towards? Should I spend $1M, $3M, $5M, $10M?

And secondly, what does player development money do? If I spend $0, do my players not develop? If I spend $20M, is development guaranteed.

I realize that neither of these questions are going to have absolute answers, but just some info about how much to spend would be greatly appreciated!
