I also believe reading that it comes into play when assigning high schools (and maybe colleges) to players. Probably the biggest use is affecting whether or not a player will sign with a team (i.e. home town).

Is there any definitive guide or manual for the world_default.xml file? There has been a lot of discussion in multiple threads, but this really needs to be documented by OOTP Developments. You can't release a file, change the entire way that the game uses it, and expect people to figure this out on their own.

Another question:
AT the end of the World Default XML file, after the end of all continents, there is a long listing of regions with their id's etc. If I create my fictional country and add it to the WDXML file, do I need to add anything here? |

Longitude and latitude of cities are used in OOTP when you create a league. The divisions will be named norther, southern, eastern, western or central divisions and the teams will be assigned to the proper divisions depending on their geographical position.
The city list in the nation editor has a button "Show selected city on map" which will open Google Maps and show the city according to the longitude and latitude settings. The region section in the world file can be empty or removed if you do not want to use regions in OOTP. joefromchicago answers are correct. Quote:

Notepad or Notepad ++? Wolf recommended ++ awhile back. i havent messed with trying to edit it in awhile. I plan on working on it this weekend, since the XML file will be here for awhile, i think i am going to abandon my 11 Endor League and move it onto 12 & beyond...which means months of work.
Ques: Uk or someone mentioned regions before as in Canada. My Endor nation has the United Confederation of States, New France, Bezheen & Fullerton which in reality are 4 separate countries. Now while the easy way would be to break each of these into there own nation, is there a way to do this as regions? Bezheen, New France & Fullerton have no states just cities. The UCS has 45 states |

Can anyone here tell me if WorldGen works with OOTP 12? I can't even get the application to run correctly. I reported the error in the WorldGen thread, and I've asked for info there, but no one has responded.
It would be nice to have a tool that could automate much of the process for creating a completely fictional XML file. |

Ethnicities File question:
Can anybody explain what the numbers on each line represent? eg: 11,Finnish,20,10,10,950,10, What do the 20,10,10,950,10 represent? I need help. When I edit the world_default.xml file nothing happens. I changed the file so many current baseball powers (Dominican, Cuba ect) had non existant programs and countries like India, and China had excellent programs. When I start the game and go to explore world the changes appear to be there, India and China are listed as having excellent baseball programs, but the players generated are still coming from those other nations (Dominican, Cuba ect). What is going on?

I have been searching and I came across some stuff that suggested that player out put for American leagues is just hard coded. Is that true?
