Why cant these mods be on Steam?

I appreciate all the hard work that people do, but idiots like me struggle badly with importing the awesome work. I end up with a mess in folders all over the shop. I cant seem to find instructions on how. Now do you put in the save game file? lg. or where. I have logos, but Im struggling with facegen and jerseys helmets etc

Keeping it simple, the basic rules are:
1) If you're starting a new game, put the mod folders in "quickstart_games" - this will affect every subsequent new game.

C:\Users\YOURUSERNAME\Documents\Out of the Park Developments\Franchise Hockey Manager 3\quickstart_games\OpeningDay.quick\graphics

2) If you're in the middle of playing an already saved game, put the mod folders in "saved_games" - this will only affect the specific saved game.
- Every saved game automatically copies content from "OpeningDay.quick"
- So after such save folder is created, you can edit its files without ruining the original OpeningDay files.

C:\Users\YOURNAME\Documents\Out of the Park Developments\Franchise Hockey Manager 3\saved_games\graphics

3) Facegen files are an exception, since they belong in:

C:\Users\YOURNAME\Documents\Out of the Park Developments\Franchise Hockey Manager 3\fg_files

This is how the graphics folders should usually look like.
Every category (helmets, jerseys, etc.) uses its own individual folder. Make sure the folders (and the files they contain) are correctly named. That's, of course, the modder's responsibility in the first place. But when mods aren't working, it's usually caused by incorrect naming, formating or an unticked option in the menu.
Just ask again, if there's a problem.

Thanks ever so much, now why cant i find rinks anywhere

As far as I know, the game doesn't support custom rinks yet. Closest thing to that are probably custom backgrounds. I'm having trouble making them work outside the NHL, though.
