broken financial system?
played two year 2000 MLB seasons and the AI controlled teams have no money for free agents.
what settings should i be using to avoid this problem

Not enough info. Need to see your settings for financials. If you can get a screen cap of the page that would be great. Also, would need to see team financials from the Team Info -> Financial Report page.
