Meet Demand feature not working properly

I noticed in my historical league that the meet demand feature often didn't work, especially early in my game. When I used it, it would be a little shy of what their demand actually was in the text box and then they, of course, wouldn't actually sign it.

I don't remember seeing this problem in any of my 40+ standard seasons, but in historical games, it happened a lot.

We did just fix a thing with the roles not being matched by meet demand, but this sounds like something else. I'm wondering if it might be something mismatched in the historical financial conversions, e.g. the two sides (team/player) converting at slightly different rates. We'll have a look and see if that's it or something else.
