Any way to do a fantasy draft from entire list of historical players?

I've had this idea for a while - creating a 52 team league that would feature one team for each state (4 states would merge into 2 teams), plus 4 international teams (based on FIFA conferences).

The best players from each region would make up these teams, but would only work/be interesting if I had all of baseball's players available, from Lip Pike to Ichiro.

So how might one get all players in a draft pool at once?

Played this game for years - but this is my first post. I've had OOTP 17 for only a few days, though.

well that would make the draft pool over 15,000 players

There are a couple of issues with this format.

First off, If you had every historical player in the initial draft pool, all the teams be totally stacked across the board with superstars

Secondly, your league would have zero players to draw from in future drafts since every player not drafted would become a Free Agent and once a player is in the league the database eliminates the possibility of that player being available for a draft pool.

This whole Idea would only be feasible if you created from the Historical option, since that's the only way to use the random historical entry, and the logistics of accomplishing what you suggest are beyond my comprehension the amount of effort and editing is phenominal, and even if it could be done, to me personally it makes no sense to burn up the entire historical pool of players in one draft

I should have established that this would be a one-off 162 game season without any future beyond the World Series.

I have tinkered with customizing the draft board and it appears you can designate "city of birth" but nothing between city and nation - I would have to seek out specific players per state...

There must be something online that lists best players per state, all-time. Baseball almanac gave me this crazy idea in the first place. I'll check it out.
