League file won't download

Beginning about 3 weeks ago, I started having issues downloading the league file through the OOTP program. Eventually, I lucked out and got it to work. However, since then I have been unable to download the file. I continue to get an error message saying "Error: Could Not Download File". I tried to manually download the file from our web site, but it is painfully slow and constantly locks up. All other files and programs are downloading normally on my PC.

Any help would be appreciated.

I'm having the same problem! Error unable to download file. It was working for a month for me!! Out of nowhere it's not working.
