Minor league pitching issue

In my St. Louis River Walkers franchise, I spend 99.5 percent of my time dealing with the major league team.
I occasionally check on the AAA team, looking for candidates who might be ready for the bigs or possible trade chips.
But I looked at my lower level minor league teams, and there was some weird issues when it came to pitching.
One of my teams had just five pitchers on the roster --and only two listed as starters.
(Looking at their box scores, there was a lot of unknown listed in the pitching portion).

Other teams had a full five starters and about a dozen relievers (some of whom should be starters).
I thought this was something my Assistant GM was supposed to handle?
Is there a box I did not click, as with an assistant GM with an great rating I thought he would handle it.

Is also why it's been tough for me to develop pitchers?

Well if you have Jim Unknown than you must have ghost players enabled.

There is also, while using incomplete minors (IE allowing ghost players), the option to fill your minor league teams top to bottom first OR to match players to level based on skill. Sounds like you are using the later.

I use ghost players and like not having to fill my teams with fodder or having to sign a guy to fill in because of injury. Since I use this system and don't have to keep track of details I don't want to I have myself selected to promote and demote players.

However if I did let the AI do that for me I would use the match players to level option as I want guys playing where they can learn and develop, not stagnate at a level below their ability. What you could do to combat this would be to let the AI do it as you now do but look over your ML and move a player or two to your liking and lock them in at that level.
