AI offer prospects to me?
Is there a way to change my teams focus to "rebuilding" and the AI will offer prospects for my teams veterans?

Perhaps. Depending on how expensive they are, you may need to throw some money into the deal. It's highly unlikely they'll offer prospects if you use the "Shop Player" function, though, as the AI will only offer one-for-one deals and will only offer players on their 40-man roster. So you'll have to set up the trade in the trading screen and see how the AI responds.

Would you offer prospects for veterans? Maybe at the trade deadline but.........

I enjoy building a franchise from promoting prospects. I dislike signing free agents and when a player gets older and too expensive, I'd rather let someone else pay him and replace him with a younger, cheaper, and sometimes better talent. And I would love to do one of those trade deadline deals where veterans get shipped out in return for prospects..

You might try setting your trade selector to heavily favor veterans. That might help.

I have asked, a couple of times, for the "Shop A Player" function to permit us to determine what we're looking for (veteran, specific position, etc.), and have the AI filter out results (other teams' offers) that don't fit that criteria.
In your case, you could shop a veteran, indicate that you want "Prospect" and if no other team offers you anything that qualifies as a prospect, you never see that offer. I, very often, draft the best player available, even if I don't need another player for that position, so I could move him for someone I do need. Since there's no way to specify that, I get a TON of offers that I have to immediately reject. I think it's a valuable trading tool to have.

You could always look at the roster strength overview list or whatever it's called & see which competing team(s) could use help at the positions you have available & then just go to the trade screen & offer a trade directly to that team

The AI lists players it wants rid of irrespective of need. That's why I like the exercise of looking at it from the other GM's pov. Sometimes a good trade you hadn't thought of comes to pass as a result. I've seen an AI team win a WS with 2 players I wanted out. YMMV
