how does the trade block work?

I dont understand how to use it. I watch youtube videos on ootp15 and on that if you put a player on the trade block it would show what teams would give for that player.

That's for OOTP15, the Mac/PC version of iOOTP. In iOOTP, putting a player on the trade block doesn't really do anything, but the players other teams put on it can be traded for for really cheap.

If you put a player on the trade block, you're also more likely to receive a trade offer for them.

Yes, as IKE 348 explained, you're likely thinking about the "shop player around" feature in OOTP, which lets you field offers for a player. That feature isn't in iOOTP.

When you put a player on the trading block in iOOTP, it essentially alerts the AI GMs that you're interested in fielding offers for that player, so you're more likely to be approached about trades involving him. And you can check out the trading block for your league and see which players have been assigned that status by the AI GMs.

Is there any possibility of the "Shop Player" function being added to iOOTP? It is one of the OOTP features that could be easy to implement in iOOTP, much easier than league evolution I would assume.

No, shopping a player is still not added.

Not sure if it will be added, but at this point, I wouldn't expect any updates to iOOTP 2014, except perhaps bug fixes. I don't see any new features being added, unless they're minor ones.
