Problem with money for FAs

I'm about 10 years into my game and I've got a problem where I have always got no money available for FAs yet having plenty of money to spend. Here's what it looks like:

Pretty sure its the offered contracts that's screwing me over but I haven't offered anybody any contract.

It's a known issue, and quite honestly the only bug that if fixed, will make me feel like my purchase of the first version of this game was worthwhile.
