Trade - Cannot Afford Contracts - But I should be able to

Hi,
I'm not sure if there is a problem in the game or not, but I am confused as to why I am told I cannot afford the contract of a player I am trading for.

I just imported OOTP 2007 game and am in the offseason. It says I have a projected budget room of $8.2 Million and a starting cash balance of $10 Million. Thus I have $18.2 Million available to sign free agents. I have no outstanding free agent offers.

I am trying to trade for a player with a $12.6 Million dollar annual contract (I'm trading minor league prospects). Why would the game say I cannot afford the contract of the player?

I think Budget Room already includes Cash in it, so if you have 8.2 mil of Budget room and 10Mil in Cash, you still only can add a 8.2 Mil player.
