Historical import weirdness

I've been tinkering with an all-time greats league and I'm having issues with the player ratings. I've been importing via spreadsheet then I'll make a few changes, clear the rosters, and do the full import over again for the whole league. Almost all the players being imported are at least league average regulars, most of them are good players in their primes. So initially the vast majority of them had high overall ratings, lots of 80s and very few 20s. At some point I messed with some settings though and now when I import the same batch of players, there are only a handful of 80s in the entire league and now there are heaps of 20s. 26 year-old Ken Griffey Jr. is a 20 for example, although his component ratings like contact and power look the same as before. I can't figure out what setting would've caused this change. I've tried turning off and on scouting, coaching, morale, personality. The imports have always used neutralized stats so that's not it. Does anyone recognize this issue?
