Why does my manager keep playing bench players over starters?

I've had this problem in previous OOTP's as well when my manager who I give full control over the lineups will keep playing bench players over starters. It makes no sense, like the starter has better current stats and ratings than the bench player, and my manager isn't a bad manager right now I'm having this problem with Dave Roberts who has is listed as outstanding.

Yup. Same thing happens big time in the Historical Exhibitions. I tried to replay the 1961 WS, however if I pick to play as the Yankees, the Reds never start Joey Jay, the 1961 Cy Young winner, and if I play as the Reds, the Yankee manager will always start Jack Reed in CF and forget all about 5-star Mickey Mantle and his mere 54 homers.

So I wonder about the AI once again.

I just fired up the 1961 WS. The Reds beat the Yankees, 4 games to 3. Joey Jay was 2-0 with a 1.06 ERA. Mantle hit .273 with 1 HR. He started in CF the entire series. Frank Robinson was the series MVP.

Okay, this is fine now. I had not realized the option to choose WS rosters was added. If I do that, I get Mantle and Joey Jay properly evaluated.

The beginning of the season rosters (which I had defaulted to) still has Jack Reed starting in CF, which is remains mind-boggling as he is a 1-star player.

I just used Historical Exhibition to match up the '61 Reds and Yankees. This time, I used the Opening Day rosters. Still no problem. The AI uses Mantle and Jay. Maybe this was a problem at one time but has now been fixed?
