40 man roster problem

I'm a few games into my first fictional league, my backup catcher gets hurt and my only minor league possibilities are about 12 years old and in A-ball so I get a grizzled old journeyman from the waiver wire. However, when I try to put him on my 40 man roster he defiantly stays at AAA even though my teams transaction news says that he's now on my 40 man roster. Is he destined to spend his days in this twilight zone or am I doing something wrong that might be easily rectified?

Drag and drop him on your major league roster.

Have tried that but get message saying I can't do that since he is not on the 40 man roster ,yet according to transaction news he is.

Try to drag him from AAA to the 40 man, and then from AAA to the ML roster. The transaction news may be in error.
