Prospect downgraded without playing a game

This has happened to me before and in past versions but I never understood why. I took a catcher in the Rule 5 draft and figured I got a steal. 5 star potential and could backup my starter until ready.

Rule 5 draft in December, then by January my scout dropped him from 5 to 4.5 potential, then by February my scout dropped him from 4.5 to 3.5 potential.

Why does this happen? What caused the potential drop so quickly without game action?

Here's the player I'm talking about: https://imgur.com/a/pBflqfd

Thanks for any help.

Depending on the accuracy level of scouting, that you set:
This could be the problem
Just a thought

accuracy improves once they are in your system. it's not the same dynamic as scouting a player on another team.

also, if the previous scoutingn report was a MiL scouting budget and after rule 5 it is your MLB scouting budget.

so, a couple factors involved at the least... less likely talent change randomness, and more likely window-dressing. TCR can strike at any moment, though, just not common enough to assume it.

Thanks for the responses. My scout is rated as outstanding across the board, but I did have significantly less invested in Major scouting compared to Minors. I shifted that now as I should be competitive. So maybe that first majors scouting report was less accurate than the previous higher minor one because I had more invested in the minors at that point. Here's to hoping

Edit: with the increased majors budget I requested a scouting report and he went down again to 3 star potential lol. Maybe it is just a different rating once he got in my system. A bummer but I suppose it makes logical sense.

you need less money in mlb scouting to see accurately than minors -- all other things remaining the same.

so, dumping a ton into MLB may not be the best. Rule 5 guys are still MiL until you draft them. (not sure if an 'option' year is mlb or mil? nuances and such, i'd assume it is where they currently reside)

higher level (even within minors, if not yrs exp or both), time (age, time with you?), or in your system all increase accuracy.

if ihave 24M in scouting, i usually but ~5M in MLB and it does well with a legend scout. maybe 6M to overcome a step down or two in scout's ability? never really fleshed it out.

i dump a ton into MiL scouting, because that's where i get the bulk of my players in return from trades. i'd put your money where you will use it the most, as well as a suitable amount in the mlb...

reduce mlb until you actually notice inaccuracy (not a newly promoted guy or newly acquired, but based on how much and often they do change inthe mlb, becuase more times than not it's not a real change to potential)

even ~4M is probably superb for MLB scouting accuracy and an outstanding scout.
