Shouldn't bullpen pitchers be evaluated differently?
According to Fangraphs, the high closure is evaluated as 60 in 20-80 scouting scale. However, there are many 80 bullpens in OOTP. I am dissatisfied with this part. So I want OOTPD to adjust the scale of evaluating the bullpen.

OOTP doesn't use the same scale as Fangraphs. The scale in OOTP is not really the 'true' scouting scale.
We have more 70 and 80 players than would ever be in the real scouting scale.

We more start with the specific ratings for skills, and then the WAR falls into place differently depending on the specific league a player is in. A 70 overall player in a league with 10 80 overall players at their position will perform much differently than a 70 overall player in a league with 2 80 overall players. Even two players with the same overall in the same league may perform quite differently depending on their ratings mix. And depending on their component ratings and the overall mix of talent in the league, it's certainly possible for a lower overall player in OOTP to outperform a higher overall player.

I'm always worried about what level of player I should recruit to match the WAR gains and losses on behalf of the player who left as a FA...
I wish I could use the overall for this, but it can't be helped according to you. |

Yeah, you can't really use the overall for this in OOTP.
It's not to say you can't do it at all, but you'd more have to analyze the individual ratings and a player's past performance in the league they're in to determine their expected level of WAR.

You can use the overall to help judge what a player will do but the overall rating for me means that they should be better over a multi year span then the lower rated player but if the stats line up right the lower rated player could be better and give you more WAR
