Scouting reports in file transferred from OOTP 19 to OOTP 20

I've noticed they are way jacked up in my online league. Has anyone noticed them normalizing after a certain amount of time in game. As time has gone on they haven't seemed to fix themselves this season (our first season in 20). Below is an example

As you can see the top line does not match up at all with the past reports. We switched to OOTP 20 immediately after the world series 2028 but the actual ratings on the main player screen have always been (at least potential wise) what is listed on the very top line. It's like this for pitchers and hitters and makes tracking changes in skill impossible.
