Does the draft have spending limits?

I've played the last few version of OOTP (16-19) and am now considering getting 20 as it is on sale but was wondering if any changes have been made to the way the MLB draft works in the game.

In previous versions, there was a suggested slot value for each player but there was no spending restrictions on a team, like there is in MLB. Has this been changed so the draft more closely resembles the way it is current set up in the CBA?

The draft is more or less the same as it's been in the last few versions. There's some challenges in having the AI draft in a budget framework that are complicated to get in.
