MLB players contracts being sold to Japanese League

In the game settings, I have disabled allowing MLB and Japanese Professional League and Dominican Winter League from trading players. But AI continues to sell the contracts of MLB players to the Japanese league, which is annoying. I have to check transactions daily and re-do the transactions. Some I have missed and don’t realize for a month. Some have been top players. How can I stop this altogether?

Turn off can be purchased or set price way high.

Game Settings > League Settings > Financials > Financial and Free Agency Settings

There are four check boxes in the four "Minimum Days of Service..."..."Maximum Posting Fee" selectors. In those selectors, you want to select: "No, Posting System disabled" for "Allow Players to be posted..." and $0 for the posting fee just to hammer the point home. Also there are four check boxes below those selectors. You want to ensure the "Allow Free Agents from other leagues" and "Allow Free Agents to leave league" are unchecked in order to disable those options. I also uncheck the "Reset Service Time for FAs signed from other Leagues" box, just to hammer the point home as well. Picture below.
