Players and staff getting offers without my consent

Hi guys,

So I started a standard game in commissioner mode. I started unemployed and I added an independant Canadian league to the game. I delayed the player creation because I wanted to fill the new league teams with available free agents.

I took control of one team as GM and manager. I'm in charge of all the Team Control Settings in the Manager options. But I'm running into many oddities.

First, contract offers are being sent to players and staff without my consent. Since I haven't hired anyone yet, who sends these?
Second, I'm asked to hire a GM and a Manager for my team. Shouldn't I have to hire only an assistant GM since I'm the GM/Manager?
Third, I didn't have any player signed, but I've got something like $650,000 already taken by player salaries in my budget. Where does this come from?

So, are these known bugs or did I do something wrong during the league creation?

I don't know about the first or second issues, unless you took control of the team through the "act as" feature in commissioner mode, rather than having accepted the job through the available jobs screen or job offer email.


However, the third problem is that for some reason OOTP has that money assigned because when a team is empty, it automatically pays out contracts as if you have a roster at league minimum.


Example, if your league has 25 man roster limits (like the MLB), and your minimum player salary is $26,000, that would be why $650,000 is shown on your payroll.
