Player Dev Reports with players w/ Talents > 10?

Hopefully Markus or someone in the know can answer this. I've seen players who already have 10 in talents (1-10 scale) receive notice in the Player Dev Reports that they have received an increase. Yet, they were 10 before and still 10 after in appearance. Of course, internally on the 150 point scale, I'm guessing they most likely crossed a talent threshold at 100, 110, 120, 130, etc. On the other hand, is it possible to have an increase at this high level and NOT have it show up on the development report?

How accurate are these dev reports? Would a player ever receive a bump from say 96 to 106 or 116 without a corresponding entry noting his rise being noted in the Player Dev Report? Or are the Player Dev Reports pretty much 100% accurate?

At the heart of the issue is whether OOTP can 'miss' some of these talent increases so that the player is actually getting better, but you can't tell by looking at the development report.

Any info would be appreciated! I'm trying to test on a league file but if anyone knows for sure it would be helpful.

Here's my thoughts. OOTP will always note talent changes, even if they are only 1 pt. Depending on the scale you are using, you may see more or less development on the reports. As you said, once a player hits the max, the game will still report the changes even if there is no visible change.
