Two devices

If I backup my league to Google 1. Then could I using the back up play OOTP on another device. For instance I now play on my PC (which is out for repair). I take my tablet when I am out and would like to play OOTP in my down time. The only problem is how many devices can I install OOTP on?

Your license allows two devices.

Note that when you refer to your tablet, OOTP can only run on Windows, OSX or Linux. You can not install or play the full version of OOTP on an Android or iOS device.

I think you need to use in setting "Clone app" if have such function, or on PC install Bluestacks to emulate Android
