Can't Sign Offseason Free Agents?

Finished running thru my first season, and I'm not able to sign any FA's, and I can't figure out why. I'm the Yankees so I'm pretty sure I have money in the budget, but every time I make an offer I get this error message below. Any helps or tips here?

According to this pic you don't have the funds to offer money to FA.
