Can you enable manager hiring only?

Is it possible to enable hiring of managers without turning on the full coaching system? Running an alternate history league, and it would be awesome to have teams bidding for Billy Martin, Whitey Herzog, Earl Weaver, and Tommy Lasorda...

No. The closest you can come, I believe, is putting your assistant GM in charge of minor league personnel, which will force you to only focus on the major league team personnel.
