That's a link to the thread for the Complete Universe FaceGen Pack. Click the link. Should show the thread (or you could just search Complete Universe FaceGen Pack here on OOTP forums). There's a link to the 1MB download where you get the files. The thread has instructions.

I went to that link, tried downloading the file and it didn't work.

Worked for me on Chrome. It's a google drive link. It warns that it can't preview the file but I could still download. Try Chrome if you can.

I'm not sure what would be causing issues with it. I've never had people report issues with Google Drive downloads before, and I haven't been able to re-produce any sort of issue on my end.
