Better Coaches in Minors?

So I get that obviously you want to have great coaches in every position and at every level BUT I know that is not always possible.
My question: Is it better to have, for example, a LEGENDARY pitch coach in the Majors or a minor league team? Let's say he is excellent at both veterans and rookies too. So where would he be most valuable?
Or has anyone really noticed any difference?

Good question. Having quality coaching at the majors level is important due to this phrase from the online manual:

the more likely veteran players are to perform at their expected level or above
But, forced to make a choice, my own preference is to give priority to having quality coaches in the minors, particularly those who work well with rookies. The reason is this:

the more likely young players are to develop [hitting/pitching/fielding] skills
My reasoning is, if these players never develop into their potential, there's not much the major league coaches are going to accomplish with them, is there?
