Prospect development question

What's the best way to handle prospects for training camps? ex: I have a prospect with 1 star ability & under training it says "level is hindering players development". Will it hurt his development to keep him up for training camp then send him down before the junior season start? Or would it be better to keep him down till in juniors training camp at that point.

It won't hurt him significantly if he's only there for that short period, and you can more than offset it by giving him extra training attention while he's called up.

does the team training work during the off season? I thought it started with the regular season.

It starts again with camp/preseason.
