I've added some FAQ posts, this one might help you:

You have to note the order ID. You can find it when you uinlicense the game, or you can search your computer for the file receipt.txt. Should be in the TB2 program folder. It contains the order ID, too.

Copy the whole TB2 folder from the old computer to the new one.
If you use a CD-ROM to transfer the data, you will have to remove the "Write protection" flag from all the files after copying them to the new computer. Better would be to use a memory stick (USB stick) to transfer the data.
Download the full install 2.0.28 and install it just on top of the TB2 which you've copied to the new computer. Anything should work now. Probably you will have to select the database on the Game Options/Databases screen again.
