International Amateur FA Question

I've got a league that I imported from OOTP13 before the 2021 season, and I'm at July 2nd, 2021, with no international amateur FAs having been created. When I look at the setup, it looks like they're supposed to be created on July 1st, 2022, so I guess I overlooked that. My question is, if I go ahead and change that date to 'tomorrow' (July 3rd, 2021), will teams have enough money to actually sign FAs. I did a test and my team didn't have the cash to, presumably because it hadn't been budgeted for in the offseason.

What was the game date when you imported? I think the game schedules that kind of thing at the start of the offseason, so if you were already there it just pushed it to the next available date (as it saw things).

I think it was the first day of the offseason (either day or the first day after the world series), so that may explain it.
