Franchise move

I bought 15 & 16. I was wondering in 17 can you opt to move your franchise (i.e. pay the cost etc rather by editing)? Is there a pre-game editor (so I can update trades etc)?

Right now the only way to "move" a franchise is through the editor, I don't know if Markus and company plan to add relocation as a feature in future editions of the game.

To update the rosters, you need to switch over to Commissioner Mode (Manager Menu >> Manager Settings) and you can go in and make the trades, or just edit the players by clicking on the "Edit" tab in their profile and move them to the team you want them to play for.

I simulated and Atlanta moved to Austin. Is it only allowed by AI controlled teams to move?

Sounds like you have league evolution tuned on, so the AI will move a team from time to time but it's pretty much the same thing as changing the team name and the city in the editor.
