Attendance Issues
I imported my Cooperstown League, Under my League setup/Financial, my Average attendance per game is set at 17732. All my teams have the right capacities for their stadiums, but all my per game attendance figures are way down between 5-6,000 per game. It's the same for every team in my league. I'm using 1960 as my for the year where I imported my financial. What am I missing? My ballpark has a 53,000 capacity. Opening night I had 5,300.

Try lowering the ticket prices. I never go with the regular ticket price of the time period, it is always way to high and even if my teams suck, still have fans show up. For example. Starting a historical league in 1871, the default ticket price is like at the least a dime. ????? That is crazy money in 1871. I usually go as low as I can, periodically check prices and move them up when the crowds max out and I need more.
Even in the modern area, 25.00 per ticket for the Indians or Pirates is ok for an average, but too much to fill the stadium.

First thing I'd check is your ticket prices along with league average attendance & ticket prices under the Financial section in League Setep

You can set them to any price you want. If that is what is bringing in 17000 a year on average, lower it to like a dollar, more will come, attendance will go up
